MANAGER-APPLICATION DEV (Finance)
This Manager of Application Development position resides within the Business Systems application team. The successful candidate will be working for one of the largest energy infrastructure companies in North America. The Business Systems application team develops and supports many custom solutions for approximately 84,000 miles of natural gas, gasoline, crude oil, and carbon dioxide (CO2) pipelines and over 150 terminals for storing and handling various chemicals and other products.
In the Enterprise Systems group, the candidate will support various third party applications (on premise as well as SaaS) for Shared Services business functions (e.g. Facilities, Corporate Communications, Legal, Procurement, etc.). The candidate will participate in project meetings, provide input to project plans, and provide status updates. Day-to-day tasks include working with internal teams as well as vendors, maintaining documentation, troubleshooting issues, coding, testing, and providing on-call support.
This position is responsible for leading and directing the Support of Third Party applications, Custom application development and management activities related to the Compliance Applications. Supporting the IT infrastructure and software for the Operations Corporate Mgmt., EHS, ROW, OSG, OSG PM, Business Continuity, Pipeline Mgmt., OSG EHS, ESG, ELBA groups.
The candidate must make independent decisions regarding work assignments and work allocation to appropriate staff members. The candidate will also participate in the budgeting and forecasting activities related to IT resources and software. Direction received in the form of corporate goals, annual objectives and company policy. It is required that this person have excellent communication and organizational skills to keep up with the day-to-day activity and respond timely to users' requests. The candidate will engage in challenging assignments with opportunities for growth.

• Work directly with middle to senior management as well as employees throughout the Operations Corporate Mgmt., EHS, ROW, OSG, OSG PM, Business Continuity, Pipeline Mgmt., OSG EHS, ESG, ELBA and Accounting area.
• Leverage staff appropriately and contribute to staff development
• Ensure area is in compliance with published policies and procedures for Sarbanes Oxley (SOX) compliance purposes.
• Manage project schedules, capital AFEs, and a staff of up to 10 to 12 individuals.
• Experience in analyzing performance metrics, risks, and controls
• Group facilitation and presentation skills
• Design deliverables and proposals that address end-user needs (incl., scoping work products that meet or exceed client expectations)
• Develop employee's skills, evaluate performance and provide feedback, and oversee resolution of employee relations issues.
• Consult with business management and IT management to prioritize projects for business and technical needs.
• Assign, coordinate and review work of staff. Ensure projects are completed within designated time frames and tracks and reports progress to upper management.
• Ensure efficiency, quality and delivery timeliness of software that is developed for the supported business area(s).
• Establish, plan, and administer the overall company policies and team goals/objectives
• Work with IT management team to analyze operation and efficiency of the IT group and recommend process improvements.
• Work with 3rd party service and staffing providers as appropriate
• Participates in special projects or task forces as opportunities arise
• Work closely with their customers in defining customer requirements in designing, developing, and implementing business application systems.
• Initiates and supports improvement plans for employees to succeed in their efforts to achieve the goals of the department
• Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.
• Develops close working relationships, access and responsiveness with clients.
Minimum requirements:
Education:
• Bachelor's degree in Science or IT.
Experience / Specific Knowledge:
• Over five years' work experience leading resources in software development or business management efforts.
• Work experience in analyzing performance metrics, risks, and controls.
• Knowledge of the Software Development Life Cycle (SDLC).
• Knowledge with Microsoft Reporting Solutions.
• Proven ability to interpret information gathered, and develop and present (orally and in writing) sound business conclusions.
• Demonstrated ability to manage toward budget and work plan goals.

Working Conditions:
• Individual will be required to carry a cell phone and must be willing and able to support projects 24 hours per day in case of emergencies.
• Overtime required and extended work hours in cases of emergencies.
• Must be willing and able to travel if needed.
• Majority of the work will be conducted from an office environment.

Above the minimum requirement; not required but advantageous in this position:
• Experience with Inventory systems, Contract Management, Accounting, and general Invoicing is desired.
• Knowledge of business planning and forecasting and Financial Management
• Experience with Project management is desired.
• Knowledge of Oil & Gas Operations including Reservoir Engineering, Production Operations, Drilling, Geoscience and Facilities is a plus.
