Director of Operations- UH Population Health (Finance)
Responsible for the operations of a complex center or multiple departments at the university. Oversees staff and budgets, and projects.
1. Administers a complex center or multiple departments.
2. Manages budget and engages in strategic planning to ensure all goals are met.
3. Hires and directs the activities of staff.
4. Resolves personnel issues as they arise.
5. Engages in budget-planning, grant oversight, and policy development.
6. Implements new programs and projects and monitors ongoing activities of department or center.
7. Reviews department policies and processes and implements improvements as needed.
8. Represents department or center to internal and external constituents.
9. Grant submissions.
10. Performs other job-related duties as required.
MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of seven (7) years of directly job-related experience. Certification/Licensing: None.

Job Duties
1. Administers administrative and financial affairs to include personnel, procurement, travel, accounts payable, invoicing, and general accounting.
2. Ensures compliance with state, university, and external funding agencies; reviews and approves the reconciliation of accounting records with university financial statements and prepares recurring and ad hoc financial reports internal purposes.
3. Supervises and assists with the development of budgets and assists in strategic planning; provides assistance to management in implementing organizational decisions, including writing policies and procedures.
4. Develops, monitors, and manages, contracts, budgets, and performs related administrative functions of an educational and research department.
5. Oversees the fiscal management the department including grant proposals; monitoring federal, state, and other program requirements, and develops program strategies, budgets, and timelines for implementation.
6. Performs the more complex pre-award and post-award administration of federal, state, private profit and private non-profit grants and contracts awarded to the University of Houston. Serves as team leader for research administration team for assigned college units.
7. Oversees and directs all activities of subcontractors including monitoring, compliance, quality management, and receiving program funds.
8. Works with the Chief Population Health Officer to develop work plans and performance measures for the Program, monitors adherence to established goals and objectives, and prepares management reports.
9. Oversees information technology issues.
10. Represents UH Population Health in meetings, on campus-wide committees, and special task force initiatives as needed.
11. Grant submissions.
12. Performs other job-related duties.
