The Florida Flood Hub for Applied Research and Innovation (Flood Hub) was established by the Florida legislature to provide thought leadership, accessibility to data, and innovative solutions related to some of the state's most pressing environmental challenges. It employs workgroups of subject matter experts to translate data into actionable information available to scientists, practitioners, policymakers, and the public. The successful candidate will have opportunities to interact with scientists and managers working at the local, state, national, and international levels. Position Summary
The Budget Analyst for the Florida Flood Hub manages, coordinates, and reviews the financial and budgeting processes. This work includes contracting with workgroups of experts, consultants, and other personnel and services.
Duties & Responsibilities
Serves as part of a team of fiscal and business personnel with responsibility for the appropriate accounting of all accounts for the Flood Hub. Prepares projections and reports used for budgetary analysis and decision making. Reviews and maintains budgetary control systems used for monitoring operating budgets and allocations. The total amount of funds managed is estimated to be approximately $5-$10M per annum.
Oversees financial accounts. This includes billing, invoicing, generating reports, monitoring expenditures and transfers, creating budgets, unrelated business income tax, etc. Creates and manages computer-based budget reports. Reviews, identifies, and resolves errors on spending. Prepares external budget amendments for new auxiliary requests and modifications to external budget amendments as necessary. Reconciles all external and internal accounts. Prepares budget forecasts, and assists with fiscal year budget uploads and other fiscal processes.
Provides operational support as needed in areas of grants, purchasing, p-card and travel, as well as other duties as assigned.
Position Qualifications
Minimum :
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or a field directly related to the positions responsibilities and three years of professional business experience; or a Master's degree in the same fields and one year experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
Preferred :
Master's degree in Accounting, Finance or Business Administration and at least 2 years of experience in a university setting.
